The word Vini Yoga means yoga practice. in the Yoga Sutras this Sutra is connected to the practice of "SAMYAMA" which is a combination of Dharana, Dhayana and Samadhi.

In other words, viniyoga is the application of the practice of yoga in a way that is most appropriate for the specific state of mind of the practitioner.
